Beginning in 2023 draws for the Canada Express Entry 2023 system are projected to be based on different criteria altogether. Express Entry invitations are issued to applicants, who are based on their 1,200 –point CRS (Comprehensive Ranking System) score.
If you have a high CRS score, the odds of getting an ITA (Invitation to Apply) from IRCC (Immigration, Refugee and Citizenship Canada) are higher.
Starting this year, specific features, including in-demand skills or abilities, can be the deciding factor of who gets invited for submitting their Canada PR application through the Express Entry system. The changes in Express Entry in 2023 would rather assist Canada in selecting applicants already geared up for economic success.
Who Will Be Invited in 2023 Under Canada Express Entry?
As of now, there has yet to be a confirmation date on which Canada Express Entry targeted draws are anticipated to start. Consultations are now being held with provinces, business councils, and others in the Great White North so the right applicants can be distinguished.
With targeted draws for the Express Entry system, it will be possible to issue invitations to Express Entry applicants based on urgent labour shortages and critical economic needs in the country. Moving forward, an Express Entry draw might only specifically be for those individuals who are required to fill healthcare vacancies in Canada.
Eligibility for Express Entry Immigration Pool Draws
To enter the federal Canada Express Entry 2023 immigration pool, applicants are required to create an Express Entry pool draws profile on IRCC (Immigration, Refugees and Citizenship Canada) website.
Moreover, you must meet the eligibility requirements for one of 3 programs such as the Federal Skilled Worker Class, the Federal Skilled Trades Class, and the Canadian Experience Class to apply through The Fastest Way to Immigrate to Canada.
A job offer is not required to enter or be chosen from the immigration pool of the Express Entry system. Nevertheless, additional CRS (Comprehensive Ranking System) score points are awarded to those individuals who already have a job.
A total of 1,200 CRS points are accessible. Out of 1,200 points, 600 points are available for a job offer or a nomination under any of the PNPs (Provincial Immigrant Nomination Programs). The CRS score of the candidate is based on various factors including age, education, skilled work experience, and proficiency in English or French.
Why is Express Entry Changing?
No doubt, Canada is dealing with an aging population and a low birth rate as well, factors that have merged to result in a severe labour shortage. An expected 9 million people in Canada are looking to seek retirement by 2023. Also, there are not enough replacements available. The resulting high number of job vacancies would be difficult to fill, resulting in the need to change the process to get in-demand and skilled professionals to Canada quickly.
How Many Candidates Will Get Canada PR in 2023?
Canada will welcome 1.45 million by 2025. Approximately 465,000 visas for Canada PR will be granted in 2023. Of these, 82,880 will be eligible to get Canada PR through Express Entry.
Another 105,500 visa spaces will be available for those individuals who choose to apply under the PNP (Provincial Nominee Program), considered a much faster route to obtaining permanent residency in Canada.
How Does the Express Entry System Work?
Canada relies extensively on Express Entry, which is an online application management system, for simplifying the processing for skilled foreign workers that apply under the programs below:
- Federal Skilled Worker Program (FSWP)
- Federal Skilled Trades Program (FSTP)
- Canadian Experience Class (CEC)
On January 31, 2015, the first draw under the Canada Express Entry 2023 system was held. Since then, 236 Express Entry draws have been held, with the most recent round of invitations on November 23, 2022.
From the beginning, the criteria for selecting candidates for receiving Invitations to Apply (ITAs) has been solely based on their CRS scores. The CRS score of the candidate is allotted out of 1,200 points. These points are based on the below-mentioned factors:
- Age
- Level of education
- Language proficiency
- Arranged employment (job offer) in Canada
- Provincial nomination
And more!
With targeted draws, applicants would still have to meet the eligibility criteria. No longer will the CRS score be the only deciding factor. Express Entry draws in 2023 could be customized to candidates with specific work experience, education, or language abilities.
What is the New NOC of Canada?
Starting from November 16, 2022, the country made a move to the 2021 version of NOC (National Occupation Classification). The previous version i.e. NOC 2016 will no longer be functioning. With the change, all applicants applying for permanent residence in Canada by Express Entry route will have to check the new Canadian NOC code.
Those submitting a Canada Express Entry 2023 profile are required to use the updated job code. Existing applicants that already have their profile in the pool of applicants and are waiting for an ITA (Invitation to Apply) will have to update their profiles with NOC 2021 codes.
What is TEER in Canada NOC 2021?
All jobs in the labour market in Canada have been classified as per TEER which stands for:
- Training (T)
- Education (E)
- Experience (E)
- Responsibilities (R)
Jobs will now be categorized into five “occupation types.” These are mentioned below:
- TEER 0 – Management occupations. For instance, a financial manager
- TEER 1 – Occupations that call for a university degree. For instance, a software engineer.
- TEER 2 – Occupations that call for a college diploma or apprenticeship training for 2+ years, or supervisory occupations. For instance, a web technician.
- TEER 3 – For jobs that need a college diploma, apprenticeship training of fewer than 2 years, or 6+ months of on-the-job training. For instance, bakers.
- TEER 4 – Occupations that call for a High School diploma or several weeks of on-the-job training. For instance, a retail salesperson.
- TEER 5 – Jobs that require short-term work demonstration without formal education. For instance, delivery service drivers.
Please note the existing 4-digit NOC codes have been replaced by 5-digit unique codes. For example, the earlier: NOC 5121: Authors and writers has now been replaced with NOC 51111 – Authors and writers (except technical).
