The Ontario Immigrant Nominee Program (OINP) has unveiled its latest initiative, the Regional Economic Development through Immigration (REDI) pilot program. Designed to attract skilled workers to specific regions in Ontario, this pilot program will run from January 2 to December 31, 2025.
Focus Regions and Goals
The REDI pilot aims to bring up to 800 highly skilled immigrants to four key rural and northern regions in Ontario:
- Lanark
- Leeds and Grenville
- Sarnia-Lambton
- Thunder Bay
Newcomers approved through this program will receive a provincial nomination from the OINP, enabling them to apply for permanent residence (PR) directly with Immigration, Refugees and Citizenship Canada (IRCC).
How the REDI Program Works
The REDI pilot will process applications through the Employer Job Offer streams of the OINP. Each participating region will have 200 additional nominations, issued through the three job-offer streams. The program’s focus is to address labour shortages in critical sectors such as healthcare, technology, and skilled trades (including construction), helping drive local economic growth.
Eligibility Requirements
To qualify for the REDI program, applicants must meet the criteria for one of the OINP’s Employer Job Offer streams, which include the following:
- Foreign Worker Stream
- International Student Stream
- In-Demand Skills Stream
General Eligibility Criteria
- Job Offer: Candidates must have a full-time, permanent job offer from an employer located in one of the target regions.
- Residency Intent: Applicants must intend to live in Ontario.
- Licensing or Authorization: If the job is in a regulated profession, candidates must have the necessary license or certification to practice in Ontario.
Stream-Specific Requirements
1. Employer Job Offer: Foreign Worker Stream
- Job Offer: Full-time, permanent, TEER 0-3 occupation, with wages equal to or above Ontario’s median wage.
- Candidate Requirements: At least two years of relevant work experience (or a valid license for regulated jobs).
2. Employer Job Offer: International Student Stream
- Job Offer: TEER 0-3 occupation, paying wages equal to or above the low wage level for the role.
- Candidate Requirements: Must have completed a post-secondary program in Ontario within the last two years.
3. Employer Job Offer: In-Demand Skills Stream
- Job Offer: Eligible occupations with wages meeting or exceeding Ontario’s median wage.
- Candidate Requirements: Nine months of relevant work experience, a high school diploma, and a minimum CLB 4 language proficiency.

Background and Impact
The REDI pilot builds on the success of the OINP Regional Pilot, which concluded in 2020 after allocating 300 provincial nominations to regions like Chatham-Kent, Cornwall, and Belleville/Quinte West. The initiative was hailed as a success in addressing critical labour shortages.
Ontario estimates that enabling skilled immigrants to work in their trained professions could add up to $100 billion to the province’s GDP over the next five years.
Canada’s Provincial Nominee Programs (PNPs)
The REDI pilot is part of Canada’s broader PNP strategy, which allows provinces to attract immigrants to meet their economic needs. PNPs are especially vital for rural and less-populated regions, enabling them to address labour shortages and demographic challenges.
In addition to the REDI program, the federal government has recently launched initiatives like the Rural Community Immigration Class and the Francophone Community Immigration Class to promote regional and rural immigration across Canada.
