Immigration, Refugees, and Citizenship Canada issued the latest round of Invitations to Apply under its Express Entry system. In this round, 400 ITAs were given out to candidates under the Canadian Experience Class (CEC), with a minimum CRS score of 539 to be eligible.
This was the second Express Entry draw of the same week. Prior to this, last week on October 21, a draw occurred that invited 648 candidates from the Provincial Nominee Program with a minimum CRS score of 791.
The Immigration Levels Plan, outlining targets for 2025-2027, is expected to be published by November 1, 2024. For 2024, the plan had targeted admitting 110,770 new permanent residents. It’s not known whether IRCC has met this target.
Items issued in the second half of the year are likely to result in admissions in 2025 since IRCC operates on a six-month standard for processing Express Entry applications.

What is Express Entry?
Express Entry is an electronic management application system directed to control three large programs for economic immigration to Canada which include:
- Federal Skilled Worker Program (FSWP)
- Canadian Experience Class (CEC)
- Federal Skilled Trades Program (FSTP)
These programs rank candidates based on factors such as age, occupation, education, language proficiency, and work experience. These programs use the Comprehensive Ranking System for assessment. Every factor carries a corresponding score and adds up to an overall CRS score ranking the candidates.
Typically, the scores for PNP draws are much higher as candidates who are nominated by a province are granted an additional 600 points right off the bat. More points would also be available to those applicants who have family ties or that submit applications in conjunction with a spouse or common-law partner.
The highest-scoring applicants have the best chance of receiving an ITA in subsequent rounds of Express Entry.
